Beveridge

The Beveridge Intermodal Precinct will play a central role in strengthening Australia’s national freight network and supporting the future growth of Melbourne’s northern corridor.

About Beveridge Intermodal Precinct

Located in Melbourne, at the centre of Australia’s freight network, Beveridge Intermodal Precinct will support a more efficient, resilient and connected supply chain, helping to lower the cost of moving goods for businesses and consumers.

Spanning 900 hectares, with around 400 hectares available for development, the precinct will integrate an open‑access intermodal terminal with co‑located warehousing and logistics services. Its strategic location enables more efficient rail connections to key national markets, supporting longer, higher-capacity freight services and improving the movement of goods across the network.

Sustainability is central to the design and delivery of the Beveridge Intermodal Precinct. From early planning through to long‑term operations, the project is focused on creating a cleaner, more efficient and resilient freight precinct that supports Australia’s transition to a low‑emissions future.

The precinct has been designed to encourage a significant modal shift from road to rail, reducing emissions, congestion and fuel use across Victoria’s freight network. Environmental considerations are embedded across the project — from protecting local ecosystems to implementing responsible water and energy management practices.

National Intermodal is also prioritising sustainable construction outcomes, including reduced‑impact materials, responsible waste management and opportunities for habitat enhancement. As the precinct progresses, we will continue working with government, industry and community partners to ensure Beveridge delivers long‑term environmental, social and economic value.

The Beveridge Intermodal Precinct will be part of the region for generations to come and being connected with our local community is a priority.

Works at Beveridge Intermodal Precinct

Works are continuing at the Beveridge Intermodal Precinct as we progress Stage 1 construction, transforming the Beveridge Road site into a nationally significant logistics hub.

Stage 1 includes a permanent rail connection to the national freight network, an operating rail terminal, and locally focused road upgrades, including works to Minton Street and surrounding areas. Future stages, subject to planning approvals, will deliver a fully automated terminal and extensive co‑located warehousing.

What’s happening on site

Over the coming months, you may notice an increase in construction activity across the site. Key works planned from October – December 2026 include:

Continuing major earthworks to level and prepare the site
  • Ongoing works and material deliveries for a new rail bridge at the northern end of the site, including concrete works
  • Ongoing Indigenous cultural heritage salvage activities at designated locations
  • Utility service upgrades and drainage works within the project area

A planned rail shutdown is scheduled for 7 – 9 November 2026, allowing works to be carried out safely near the rail corridor. These works will support future construction of the new rail bridge.

Construction hours

Normal construction hours are:

  • Monday to Friday: 7am to 6pm
  • Saturday: 7am to 1pm

Some works may be required outside these hours, including occasional 24‑hour works during peak construction activities. We will notify the community in advance if out‑of‑hours works are required.

Traffic and road impacts

There will be an increase in construction vehicles, including trucks and heavy vehicles, on Beveridge Road and surrounding roads.

To manage impacts, we will put measures in place such as:

Traffic controllers, signage and detours Periods of shuttle‑flow traffic (one lane at a time) on Beveridge Road From October – December 2026, ongoing material deliveries may require short traffic holds. We will notify the community of any major road impacts.

Managing construction impacts

We are taking steps to minimise impacts on the local community, including:

Noise and vibration: Low levels of noise and vibration are expected for most works. Higher noise levels may occur for short periods during foundation works or rock breaking, with monitoring in place.

Dust management: Dust will be managed using best‑practice measures such as watering materials and covering soil stockpiles.

Positive Impact

A place to build a long-term career

Beveridge Intermodal Precinct will be built over time and operate for decades. That means ongoing work, not just during construction but well into the future.

In the early stages, most roles will support building the terminal and surrounding precinct.

As the precinct becomes operational, jobs will shift into day-to-day freight and logistics, including:

  • Terminal operations
  • Warehousing and distribution
  • Freight coordination
  • Maintenance and site services

As the site grows, so will the range of roles and opportunities available.

National significance, local impact

As Australia’s largest intermodal precinct, Beveridge will reshape how freight moves across the country.

This scale enables:

  • More efficient national supply chains
  • Reduced congestion in urban freight networks
  • Growth in logistics and associated industries

In addition to these national benefits, the precinct will help create sustained local employment and business activity.

Environment Protection and Biodiversity Conservation Act 1999

On 25 July 2025, the Minister for Environment determined that the Beveridge Intermodal Precinct (the project) could proceed as an Action in accordance with sections 18, 18A and 28A of the Environment Protection and Biodiversity Conservation Act 1999 (Cth) (EPBC Act), subject to conditions under EPBC Approval 2023/09693.
